From July through October 1999, I was a member of the US Forces Korea Y2K Task Force Operational Evaluation Team of the J-3, Combined Forces Command. Responsible for the operational testing of the command's critical warfighting systems in the areas of command control, intelligence, and targeting. Article on project appeared in:

From November 1999 to July 2000, I developed a Command, Control, Communications, Computers, and Intelligence (C4I) Master Plan for the Eighth US Army. The C4I Master Plan provides a C4I vision for the command by projecting the command's strategic communications requirement 7 years out and identifying the needed networking, computer, and transmission requirements. Also, responsible for ensuring the command's Program Objective Memorandum (POM) and Integrated Priority List (IPL) submissions supported the C4I Master Plan. Article on effort to appear in:

From November 1999 to July 2000, I lead the development of a Web-based system at automated the submission, routing, and processing of communications requests for all major customers of the 8th US Army. The system reduced processing time from days to minutes, provided worldwide access for customers, and dramatically improved database integrity. Annual savings are estimated to exceed $50,000 with a dramatic improvement in efficiency.

As executive officer for the department, I was responsible for the executive officer functions common to most military units, plus course scheduling, instructor assignments, classroom allocation, student counseling, as well as many other duties concerning the day-to-day operation of the department. Designed and implement a department knowledge system that reduce execution of management tasks from days to seconds.

Assisted in the development of a Web-based system for facilities management for the largest academic building at the United States Military Academy. System lead to a significant improvement in customer support as measured by processing time and facilities upkeep. Article on system appeared in:

  Responsible for corps communication support to the multi-national divisions (German, Dutch, French, and US) in the Central Army Group and communicaton at and into the headquarters of Allied Forces Central. Participated in over 30 field exercises as company commander.

Provided logistical planning and support for operations of the 50th Signal Battalion. Recipient of research award.
